Program objectives
This program is aimed at improving the competency among
coaches working closely with young athletes in schools, clubs and community teams.
At each level of the 3M NCCP program,
coaches must complete the necessary requirements in order to be certified. Before
certification can be given, they must complete a series of courses or a study
program and have their practice sessions undergo stringent assessment.
Upon completing the required components, coaches receive
a “passport” officially recognizing their accomplishments as a certified
coach at that level.
Quebec Basketball Federation’s mission
The Quebec Basketball Federation is mandated to teach the technical components
of the 3M NCCP, Levels 1-3.
All of the 3M NCCP technical classes are given by teachers
trained by the Quebec Basketball Federation.
Each level is comprised of three components: theoretical,
technical and practical.
To receive security clearance from the QBF, the candidate
must take a Level 1 technical stage before being able to coach a basketball team
in Quebec.
3M NCCP Procedures
Level 1
3M NCCP’s Level 1 is specifically designed for coaches
working with athletes 13 years or under, covering 1st and 2nd stages (pre-adolescence

The technical course must be taken before January 1st of the following year (e.g.:
for a coach taking a course in December, the current season counts toward his
practical experience)
Once these two courses have been successfully completed and
the coaching season is over, the candidate must use Appendix B of his technical
manual to record his practical experience.
This appendix is comprised of a personal assessment
and a practical experience file that must be filled out and verified by a certified
official (the person in charge of sports or the league, for example). The coach
must then send the documents to the offices of the QBF before receiving Level
1 certification.

Charge for retaking the exam: $50 (tax included)
The intern must submit a seasonal plan sometime during the
three months after the course’s end. The cost for correcting the plan is
$50 (tax included).
Should the plan fail to meet the program requirements, the
following steps must be taken. If the plan needs only minor corrections, the intern
must resubmit the corrected version within one month (no charge). However, if
it needs major corrections and a third submission, the entire plan must be redone.
Cost for this third correction will be $50. The candidate has three months to
submit this new plan.
If the seasonal plan is not submitted before the deadline,
a charge of $25 will be applied. If the deadline cannot be met, the intern may
request an extension from the Federation. Should the candidate miss the next deadline,
the entire course would have to be retaken at a cost of $200.
Level 3 Practical Component
The candidate can only begin the Level 3 practical component
upon first successfully completing the theoretical and technical sections.
The Level 3 practical assessment will be carried out in two
stages: assessment of a practice session (approximately four hours) and assessment
of a game (again, approximately four hours). The cost of this evaluation is $150
($75 for each part), covering the evaluator’s time and transport.
Candidates who have successfully completed the first two
components of Level 3 are eligible to the practical evaluation and must supply
in writing the times and locations of their practices and games to the Federation.
